12 Important Suggestions for Better Implications of Right to Information

The following aspects and suggestions need to be kept in mind for better implementation of the Right to Information  Act-

 

1. The Constitution Review Commission and the Second Administrative Reforms Commission recommended that public functionaries should be administered the oath of transparency instead of secrecy.

 

2. The Right to Information Act should also be implemented in the private sector which takes important work from the state.

 

3. Under the Fundamental Rights, provisions for the right to information should be made in Article 19.

 

4. To increase the tendency to take information through electronic means, computer literacy should be increased for this.

 

5. The code of conduct of civil services should be changed in line with the law of Right to Information.

 

6. To increase the participation of NGOs in bringing education and awareness regarding the Right to Information.

 

7. The Second Administrative Reforms Commission has recommended training to other people besides the Public Information Officers regarding the right to information.

 

8. Transparency in the state government reports should be an important issue in the context of good governance.

 

9. Efforts should be made by the concerned Ministries or Departments to implement it in subordinate and attached institutions also.

 

10. The Second Administrative Reforms Commission has recommended a special program for the modernization of records or information maintenance of the Government.

 

11. The Second Administrative Reforms Commission has recommended the use of a Single Window Agency and independent Public Record Office so that the provisions of increasing transparency can be effective.

 

12. The Second Administrative Commission has recommended the inclusion of a Chief Justice of the  Supreme Court and a Chief Justice of a High Court, respectively, in place of a Cabinet Minister in the  Central and State Committees (with regard to recommendations for an appointment).

 

The Right to Information completely discourages the authoritarian use of power in any form. This is a serious effort in the direction of complementing the democratic governance system of our country in the true sense, just, efficient, sensitive to the people, transparent, and with a sense of responsibility. The public can now demand accountability from every unit of the government, using the right to information as an instrument. Through this law, by ensuring accountability of public servants, their indolence, inaccuracy, partisan behavior, autocracy,  indiscipline, and corruption have been curbed in a way.
