Approach Form of 12th Five Year Plan and Governance and Good Governance

The approach form of the 12th Five Year Plan believes that the problem of governance can be solved in three ways. The first relates to systematic reforms that increase the effectiveness of the government's plan expenditure on new programs. The second is concerned with improving customer satisfaction with the services provided by government agencies. The third concerns corruption and the understanding we can apply to combat it.

 

As per the vision of the 12th Five Year Plan, good governance is increasingly viewed as an essential element of a well-functioning society. It ensures effective utilization of resources and service delivery to citizens and provides social legitimacy to the system. Approach Form has a clear view that with increasing income level in a democracy, aspirations also increase and the demand for good governance increases up to the grass-root level of the three-tier government system.

 

Good governance is essential to achieve significant results from plan outlays on the ground. This is necessary because, without good governance, the allocated resources are not used efficiently, the management of public service delivery is not optimal,  the efficiency of public expenditure is affected and ultimately it affects the effective management of natural resources.
