After Ashoka was victorious in the Kalinga war, this kingdom (Kalinga) was merged with the Maurya Empire, but after the death of Ashoka, Chaitraraj made Kalinga independent by taking advantage of the weakness of the last Maurya emperors. Kharavela happened in the third generation of Chaitraraj, the account is given in detail in the inscription of Hathi Gumpha. This inscription is in the Prakrit language. This throws light on the social events of that period apart from the events of the reign of Emperor Kharavela of Kalinga. This shows that Kharavela was a follower of Jainism and was related to the Chedi Kshatriyas of the ancient dynasty (although the Chedi Kshatriyas dominated mainly in Bundelkhand, one of their branches also settled in Kalinga.)

He became the independent ruler of Kalinga at the age of twenty-four.
