Let,

Total Number of Employees = 1000

Number of male employees = 60% of 1000

= 600

Number of female employees = 1000 - 600

= 400

No. of employees who are engineer = 48% of 1000

= (48/100) * 1000

= 480

No. of employees who are not emgineer = 1000 - 480

= 520

No. of male employees who are engineer = 66.6% of 480

= (66.6/100)*480

= 319.6

No. of female employees who are engineer = 480 - 319.6

= 160.4

So,

No. of females employees = 400

No. of females employees who are engineer = 160.4

No. of females employees who are not engineer = 400 - 160.4

= 239.6

= 240 (approx)

The percentage of females who are not engineers = (240/400)*100

= 60%

Hence,
