The National Commission to Review the Working of the Constitution (Venkatchelaiya Commission)  while examining the Right to Information observed, “Governmental procedures and exchanges, which  are shrouded in veils of secrecy, do not allow consumers to know what their affairs are. How to deal with  key responsibilities and mobilize competencies to ensure the flow of information to citizens  . The traditional insistence on secrecy should be discarded. In fact  , instead of taking an oath of secrecy, we should take an oath of transparency."

The Second Administrative Reforms Commission has recommended a compromise for integrity in order to increase transparency in governance and instill confidence in the contract with the public  . ONGC  is the first public sector enterprise to  have signed an agreement with Transparency International India and Central Vigilance Commission on 17th April, 2006.
