How to deal with  key responsibilities and mobilize competencies to ensure the flow of information to citizens  . The traditional insistence on secrecy should be discarded. In fact  , instead of taking an oath of secrecy, we should take an oath of transparency."

The Second Administrative Reforms Commission has recommended a compromise for integrity in order to increase transparency in governance and instill confidence in the contract with the public  . ONGC  is the first public sector enterprise to  have signed an agreement with Transparency International India and Central Vigilance Commission on 17th April, 2006.
