The risk of corruption in government depends on the method of office and its activities and the character of the person in that position . An office with more discretionary powers and more public relations is more prone to corruption than an office that does not have discretionary powers. This suggests that it may be possible to classify various positions in government as high risk of corruption, medium risk of corruption and low risk of corruption.
