Role of Civil Services in a Democracy

The wishes of the state expressed in the form of public policy are implemented through public servicesThese services are essential for operation in democratic states. Ever since the philosophy of the state shifted from the policy of laissez-faire to the policy of social welfare, modern states have assumed responsibility for a variety of functions. Public services execute these functions on behalf of the state.

 

Development of Civil Services

Public services started in ancient times with the system of keeping employees for the conduct of their rule by the kings. From the very beginning, its work has been to fulfill the tasks targeted by the government. The modern form of public services appeared in the late 48th century, in which increasing population, production, and trade, internal and international wars,  development of industrial cities, increasing social importance of the middle class, and decline of monarchy played a major role. In the entire development journey from the monarchical system to the democratic system, the form of governance changed. Its role in the monarchical governance system was directly limited to the fulfillment of the interests of the ruled class, it did not have any special purpose from the fulfillment of the interests of the people, Therefore, there was often a lack of sense of public responsibility. But the modern system of governance depends on the will of the people, so public accountability is the main character of both governance and administration.

 

Public service which is operated by bureaucracy is the main driver of democracy. In fact, in a democracy, the work of making public policy is done by the legislature, but the responsibility of implementing these policies or laws lies with the civil service. The success of the government in a democracy depends a lot on the ability of the civil service because, on the one hand, it is the face of the government, which is among the common people, on the other hand, the responsibility of making the government aware of the sentiments of the public is also the responsibility of the civil servants. It is only because they work by living among them.
