Role of Civil Services in Indian Democracy

The role of civil servants in Indian democracy can be seen under the following points- 

 

1. Implementation of policies:

The most important and fundamental function of civil servants is to implement the policies decided by the political executive. The civil servant implements the rules and policies to achieve welfare goals like social equality and economic development in India and the goals mentioned in the Directive Principles of Policy.

 

2. Policy Formulation:

The function of the political executive is to formulate and determine policy. But civil servants also play an active role in this regard. They provide information and assist the ministries in policy making. Political executives being immature fail to understand the technical complexities of policies, so they depend on quality advice from professional civil servants.

 

3. Delegated Legislation:

It is an appropriate task to be performed by civil servants. Due to time constraints, workload, and more complexities of legislation, the lawmakers simply draw up the rules and delegate powers to the implementers to prepare the detailed form of the rules. So civil servants make bye-laws, rules, and regulations, but they do so only within the limits of existing laws enacted by the legislature.

 

4. Administrative Decision Making:

It is a quasi-judicial function performed by civil servants. Civil servants settle any administrative disputes between citizens and the state. Administrative tribunals consisting of civil servants as judges have been established. For example Tax Appellate Tribunal and Railway Rate Tribunal. They function separately from the normal judicial system.
