Strengthening local institutions and governance

Strengthening of local institutions is directly  related to the efficiency of the governance system. From the point of view of the 12th Plan,  one of the main clinical findings related to the expected lack of success of plan programs is that it is designed to be controlled from the highest level and it is based  on the needs of the local people and the weaker sections in particular.  and is unable to fulfill the aspirations effectively.

 

Many functions were assigned to Panchayati Raj Institutions (PRIs) by the 73rd Constitutional Amendment. Despite huge transfers of funds since 2004, the expected results have not been achieved Despite the transfer of funds through  Mahatma  Gandhi National Rural Employment Guarantee Scheme, effective financial local governance has not been ensured. The 12th Plan  calls for comprehensive reforms to make local institutions the real agents of development  . Although the Government of India has developed  the Rajiv Gandhi Panchayat Empowerment Mission and the Rajiv Gandhi Panchayat Empowerment Index, the 12th Plan Approach Form  believes that Panchayati Raj institutions remain institutionally weak. near them Lack of ability to plan or implement programs effectively.

 

Several studies have revealed that  the very poor working conditions have been hidden in the effective statistics regarding the formation of SHGs formed under Swarna Jayanti Gram Swarozgar Yojana. When these local  institutions are further strengthened, their active involvement with careful  care and maintenance of the assets created will ensure the sustainable impact of the plan programmes.
