1. Administrators of some Union Territories were empowered to issue ordinances.

 

2. Certain special provisions for the new Union Territories of Arunachal Pradesh and Mizoram.

 

3. Power of Parliament to form Legislature and Council of Ministers for the new state of Manipur.
