The Committee is of the firm opinion that the Citizens' Declarations should state the standards and timelines of services that one can expect. It should mention the details of the grievance redressal mechanism and how these can be used. Therefore, under it, there is a system of independent methods with the participation of citizens and consumer groups. The Committee has noted that the manifestos of most government organizations are at the initial or middle stage of formulation and implementation. These need to be accelerated and implemented on priority. Further, in most cases, the Citizens' Declarations are not prepared through a consultative process. Therefore, the Committee recommends that before the preparation of the manifesto Citizens and staff need to be consulted at every level and staff need to be informed about the main features and goals of the manifesto.

 

The Committee also recommends that the manifestos so prepared by each Ministry/Department, State Government/UT  should be widely publicized through print/electronic media and placed at prominent places in the organization or establishment. should be displayed.

 

The Committee is of the view that the manifesto should be short and as simple as a possible and colloquial language should be used.
